Rental Registries: A Toolkit to Support Local Housing Stability
Dr. Jane Rongerude, Associate Professor, Dept of Urban Planning and Development, ISU

Strong and resilient communities offer residents a mix of housing tenure options, building types, and affordability. Rental housing is an essential component of this mix. However, many local governments have little to no information about who owns rental property within their jurisdiction, making it difficult to respond to or plan for local housing needs.  A rental registry, a simple database with the name, address, and contact information of rental property owners and/or a designee, is a tool that planners and local officials can use to address this knowledge gap. This presentation explains why rental registries matter, provides an overview of the current rental registry debates, and discusses issues to consider when designing and implementing a new rental registry system.  Dr. Jane Rongerude is an Associate Professor in the Department of Urban Planning and Development at Iowa State University and the current president-elect of the Association of Collegiate Schools of Planning. She received a B.S. in Environmental Studies from Portland State University and an MCP and PhD in City and Regional Planning from University of California, Berkeley. Her research interests include rental housing, housing policy, homelessness, community engagement, and group learning pedagogies. She serves as the PI for the Rental Housing Research Consortium, an NSF-funded multi-disciplinary study investigating the decision-making practices of residential rental property owners in response to disasters and other market shocks, and as a visiting scholar with the Federal Reserve Bank of Chicago.

ALTA Agents & Abstractors Section Representative
Jeffrey McEvoy

Jeffrey McEvoy has over 20 years of experience in Real Estate Law and is a pioneer in e-Closings. In 2005, Jeff assisted the Shelby County, Tenn., Register’s Office in its development of an e-Filing Register’s site. After fine-tuning, the system was offered to attorneys and recorders across the United States. Later, Jeff joined with a national underwriter to promote electronic closings. Jeff and his team worked with the e-Closing developers of the title insurance company to promote e-Closings, e-Vaults and e-Notary. In 2007, Jeff’s team recorded the first electronically executed deed of trust for the State of Tennessee through a partnership with a large regional bank. Jeff worked with the developers on the e-Closing process to make it accessible to settlement agents, lenders and borrowers. Jeff began utilizing a paperless closing system in 2005 and has eliminated paper files for his residential real estate closings. Jeff’s practice now focuses on real estate settlement services and title insurance. Jeff provides instruction to lenders, real estate agents and fellow attorneys on TRID, e-Closings and real estate practice.
